We did change the rules 1 1/2 years ago so that, "Only MLB players who have more than 65 career at-bats or more than 25 career innings pitched and who are not already signed to a MSB contract are eligible for free agency. Players who don't meet those minimum ABs or IPs would have been eligible in the previous minor league draft." Quote Selected
