Brian, I've just recently learned this myself, but we don't have to waive players to whom we decline arbitration. Essentially, for each off season they're in the arb window, they're technically free agents until we decide to keep them or not. We keep them, they're ours. We don't keep them, they're free agents. No waiver necessary.
