Miners looking to take on a starting pitcher

Title of the post says it all. I'd like to upgrade my #4 pitching slot. I have just over $5M so I can take on salary though I do not have many high picks. My remaining picks are the 15th pick from round 4 onwards. Some of my major league players are in play as are most of my minor leaguers.
