This really comes down to if you think Kershaw has enough GS/innings to qualify. With 23 GS and 171.2 innings he has enough to qualify for the pitching leader board report. If you think the Cy should go to someone with more GS and/or innings then there are some other deserving candidates.

I'm the biggest Kershaw fan in the world, but the innings do make me balk at giving him the CY.  And with how the Landlubbers took us both down this year, I have to give the nod to Thor.
