Minor League Eligibility Question

I have a question regarding eligibility.  If a player meets the criteria for eligibility when the draft begins but before being drafted exceeds the limits of eligibility is he still eligible?  In other words does the beginning of the draft "freeze" stats?

From rule book:
Only players with 65 or less career at-bats or 25 or less career innings pitched as of the start date of
the MSB minor league draft can be drafted in the MSB minor league draft

By the way, "Less" should be "Fewer" in the next version ;)

And yes, according to David's response in this evening's discussion via email, the beginning of the draft "freezes" the eligibility stats.

well, the important part of that email was that it froze them in the morning of draft day, before games were played.
