No, that’s not right.

Argos got a $5.25M SO due to his injury.

Then he was waived, creating the remaining balance of $5.25M as an NRO.

Every bid for deGrom counts against the NRO.

Matt can’t use any of the funds created from the NRO reduction until deGrom closes. But let’s assume there’s not any additional bids, the Argos NRO for deGrom will be now $3.25M for this year. Any raises will reduce the NRO and give the Argos more space against the cap for the rest of R4 (or R5/6).

Gents:
I was 100% wrong.

Relevant verbiage from the rulebook:
"If a waived player was subject to an SO and is subsequently signed during free agency, that player's salary will only be alleviated by the amount that the free agent contract annual dollar amount is greater than the SO"

Which means in this case the bidding for deGrom needs to exceed $5.25M before the Argos see any NRO relief.

This is an example of me not realizing this was the rule. Had I known that, I likely would have kept him. I clearly didn't cut him for the roster space and I would have preferred to be able to bid on him in the next offseason.

Oh well, carry on bidding fellas. Papa's needs a new scrub reliever.
