I can see how you are thinking about these promotions, although I see the opportunity costs of these moves differently than you do. And of course, that difference is what gives variety to the league.
In my team's thinking, the cost control and production you get from rookie contracts are worth their weight in gold. As a Rays fan, I want to squeeze the extra 2% out of my roster, and one of my goals is trying to delay giving that rookie contract until the last possible moment. So, while I can see where you feel that these roster maneuvers are giving you a chance to draft Zyhair Hope, you are giving up the potential of 2 years of cheap production, tying up a small amount of cash (at least initially), tying up more money in the long-run (if they are successful starting in year 3), and tying up roster spots on unusual players next season. Now, I say all of that as a team that is always teetering on the edge of going over the salary cap and who sometimes has a 40-man roster, where I will want to play 37 or 38 of them, this means that I would place more of a value of keeping them on my minor league roster than promote.
Again, it is all a difference in the valuation of player contracts. If Cova and Hope break out, then this was a good move. If Rocker and Frasso have great seasons in 2027 or 2028 (when you might have lost them in free agency instead of controlling them, or you are paying higher prices in arbitration than just the rookie contract), then I'm not sure if this was a good move.
